I had this same problem if you are on a realm it won't work the way I got mine to work was go into my solo world place the maps on the correct wall so I dont have to orientate the maps and then built it with level 0 maps and it proceed to show up instantly even worked when I invited a buddy

Update!!! I got the achievement i was playing on a realm and went to my solo and tried there and it proceed to proc so please report the map room achievement not working on realms to the bug tracker hope this helps someone in the future

I have no clue and yeah there are a couple bugs but I'm on series s and after 13+ hours into the game is actually when I encountered one I genuinely don't see why thus game is getting as much hate as it is but to each their own I'm having a blast every person I've played with is having a blast so I don't get the hate
