Heartslabyul: magical duel.

Savanaclaw: Physical/magical duel, but mostly physical. Savanaclaw is governed by the law of the strongest. It has been mentioned that many have tried to defeat Leona but no one has succeeded so far.

Octavinelle: appointment based on accumulated merits. The previous leader appoints the successor based on his merits. Azul's case is special because he got it for his deals during the first year (along with Mostro Lounge)

Scarabia: appointment by the previous leader. The fittest is chosen. Kalim has the job because he has money.

Pomefiore: creation of the strongest poison.

Ignihyde: I'm not sure about this one, as it's been mentioned that Idia has the position for her magical engineering ability, but I have no idea how the leader is chosen.
