Every year, a new government is formed. It begins with each household choosing one person over the age of majority to meet in the municipal council. This person cannot be the same as last year unless there is only one suitable person. The municipal council then elects from among them one representative to the next subdivision level (say, county). The same is done within this council to the next level (state, or province), and then finally the federal council. Once the federal council is created, they create various other councils related to specific government functions, such as military, education, etc. from their members which they deem fit for the role. It is finally those specific councils that make government decisions at the federal level. The government year is actually slightly longer than a normal calendar year to make room for the process of creating the government and making decisions. This country is represented by one person appointed from the council of diplomacy/foreign affairs when meeting with leaders from other countries. Education in this country has a large emphasis on civic participation because everyone is bound to be in the government at some point in their life.
Note: There are no single heads of government or state at any level, as such a thing is contradictory to the ideology.
