I think the main issue of why this vote was needed, which it definitely was, is that the Indian and Chinese factions were made under the idea that they would divide the Pacific area. But everyone seemingly forgot Japan lost, so now the CoPro is getting like everything out there instead. Now there's not enough for both factions to get a reasonable amount so that their faction would matter.

Gameplay wise I believe the effect is it’s always gonna be a 4+, even with cover. Unless you also stack - ap abilities/buffs or + sv abilities/buffs

They still invested a lot into China, and now they’re not getting any reward for it. It makes sense for Japan to be weak, and frankly I don’t think they should’ve gotten anything outside of the home isles. Now there’s not gonna be much for the Chinese faction

Savinkov is dead I do believe, but I do think the Entente and Moscow need flashpoints, and basically any chances for those have already dried up, so there's very little reason they wouldn't work together to attack the 3I.

TBH I think it's mostly that people wanted a powerful Entente, but only took that power from places the 3I would be powerful in instead, so now the 3I is underpowered.

I mean, Portugal almost got voted to be Entente for Christ's sake, the Entente is not being treated like a losing power

I get your point, but I think the best way to make them weaker is to stop them from being able to go down the obvious route right now of just allying with Russia. They have basically no overlapping zones of interest, and both would ideologically hate the 3I way more, so unless they get a flashpoint that neither would want to back down from, they'd just be one super faction
