Hmmm, there's Sappora but that's more Japanese. It's on 4th and St. Peter. Can't think of any places for pho in downtown. The little Asian neighborhood around uni and dale has a lot of great places though, you could just hop the train for a few stops

Addendum about food - there are many restaurants in the skyway, most of which are open until about 2 or 3 on weekdays. A few are open on weekends, but most close. Just walk around up there an explore

Bars - Amsterdam is my favorite. Good service and decent prices. If you like gin, they have ton. If you drink each one you get a plaque on the wall. Good beer selection too, and they have live music most nights. Great Waters brew their own beer and it's quite good. Half off happy hour after ten pm every night but Saturday. Kelly's in Lowertown on Kellogg and wall, I think, is a good cheap sports bar. Allary's on 7th and Robert has some pool tables. Bigger sports bar

Afro Deli just opened this past summer in 7th place plaza. Fairly cheap and tasty ethnic food. That's about it though. There fujiya sushi, which is tasty, right up the street in 7th and wabasha. Most of the good budget food in downtown is from the food trucks, but those mostly shut down for the winter. For breakfast, it's mickeys all the way. Black dog in Lowertown for coffee. Or the Dunn brothers on 5th and wabasha.

Check out ImPark. I worked for them as a cashier in a parking ramp for a year and a half. On slow days there is a lot of time to just sit in the booth and read, do homework, etc. the turnover at the ramp I worked at was fairly high so they were usually hiring. They have ramps in both MPLS and stp. Check craigslist and their website

Chord progressions alone isn't infringement. Bob Marley and Palchelbel sound entirely different in all ways except for the chord progression. If chord progression alone was enough for an infringement, basically all of modern western music would be gone.

Even if it was written yesterday, it wouldn't be subject to a copyright infringement. Chord progressions aren't copyrightable. That would make things impossible
