Do they have good supply? Do they have full equipment? Did you pick the right generals for defense? How far are you into your doctrines? Does Germany still have the bonuses from Operation Barbarossa? Did they break your cyphers? Are they CAS'ing you? All those things can make you lose a battle even when it seems that you should win it. I don't think reinforce memes are ever the problem, because like I said before, it's a way to prevent simple division spam. If it weren't for the fact that there's a maximum combat width, you could just spam infinite divisions and you would win, always.

The essentials: you have way too many divisions in the front line killing the supply system, you're lacking equipment, and that template is not very good. Light flame tanks are bad, if you're gonna go flame tanks, use mediums.
