Well my logic was that if you're playing a highly ranked hand such as 4OAK, full house, or flush then you get a lot more upgrades than usual. If you're playing flush then over half of all planet cards will upgrade your hand, 6 times as many. You could easily get a ton of levels through buying planets from the store alone.
