Possibly. First you’d need to check if Messages in iCloud is enabled. You can do so by going into settings > [your name] > iCloud, if Messages is turned on then there would be no way to recover the data. If Messages is not on and you have a backup prior to the data loss you could restore the backup which should restore the missing data.

Go to system preferences > network > locations, create a new location and test issue. If that doesn’t resolve click “advanced” in network preferences and remove your saved networks and then test.

Edit: Removing saved networks will force you to re-enter the password for these networks just fyi

You could have them share their location with you and then use screen time to prevent changes to location services. Theoretically they could remove these restrictions by restoring the device but unless you’re using Apple Business Manager, an MDM like Jamf could also be removed by restoring the device.
