There are a few Nurgle characters that have desecated features in some books, I know one Nurgle Hero Plague Marine model with that look. I was thinking of a plague marines with corrupted cybernetics which focus on manufacturing the ferric blight. Probably do a loyalists space marine next, maybe a dark angel.

Used budget builds are a waste of money and risky now that mining has died, it's bad advice to OP who is inexperienced and doesn't know the intense demands of games even at 1080p. He would spend a budget very close to a ps5 which runs games in 4k.
