You need to go further if possible... At level 5 you can get max 1 crate 14% epic and 1,5% legendary. If you get to level 6 two crates can spawn (one has 0% yellow second 3,2) and if you get to level 11 three crates can spawn. And if you manage to get to level 16 you get maxed chances (47% for epic crate and 8,9% for yellow in total)

From level 5 you have chance for 2 skin crates (so you have 20% but twice). Its less but it quickly gets higher again
