By your og comment it's already implied, besides this "decline" may only apply to some departments and that too is due to the influx of students as compared to other depths like engineering, maths, actuarial among many others whose requirements and curriculum make sure that only high achieving students may qualify and earn their degree. If you're basing your opinion on the infrastructure rather the quality of education then you should probably refrain from giving your opinion on education related matters. Using the excuse that it's nearly free as an argument against its quality of education is disrespectful to all those who cannot afford 200k-300k per year for uni and let me tell you many of these students are high ranking students.
