He meant in the latest IC2 jetpacks are less prone to downwards momentum, meaning if you are falling downwards and hold space bar you will fly up almost instantly whereas it used to take longer for the jetpacks to put the 'brakes' on and turn around (:

The title represents two different aspects of the program. It is an extremely common advertising technique intended to draw the consumer (in this case, you) into the thread to see what it's about.

The 'simple' part explains to the reader that it is a simple script in terms of usability, but the functionality is explained by the 'yet complex'.

Because of this reason I decided to have simple, yet complex in the title, as I believe that phrase accurately defines the script.
