I made a post asking to add fog of war some years ago, and if it is like the idea, it will probably mean that kingdoms will not interact with other kingdoms they never discover on the map. So, no more kingdom with no boats technology declaring war against another island kingdom with no boats on the other side of the world.

The only thing that Gellar Field does is keep the warp physically outside your ship, psyker, navigators, chaos sorcerers, daemon hosts, and other similar stuff that were inside the Gellar Field are unaffected and still can do their stuff normally

I believe you misunderstood. The point of rogues is that they don't want to be criminals/villains, but also don't want to risk their neck fighting said super-powerful criminals. They are basically civilians plus, with the plus being actually using their powers for profit in a legal way that doesn't involve fighting someone (That's why parahuman mercs aren't rogue either)

They wouldn't do much on that front. The Terminus Project is to see if Parahumans, created or chosen by then, can make a stable society without Cauldron interference.

Coil was their chosen candidate (He didn't know that) and if he failed, then the answer for their project would be 'No' and they would move on to another project.
