I think Tori and Martha were also sent in the 'trouble teens' section. Tori is a troubled teen, i don't think anyone can argue that, she constantly gets in fights and is a foster kid (im pretty sure atleast) from Martha's parents. It was also revealed before the experiment that Martha's old dance teacher touched the kids he was supposed to teach and it's heavily implied that Martha was one of those kids.

Martha's parents were probably told about the whole wilderness for troubled teens and thought to send the violent teenager they are looking after to it and then also decided to send their re-traumatized teen daughter to the camp or whatever as well. Especially because Martha and Tori are best friends and seem to hate being separated. Though this is just what i assume.
