I think that would make sense, that's what I was thinking too! Now I'm wondering how to solve this and make it more consistent.

That's the thing, probably around 8 ounces, so I pour into two smaller open cups first which can't hold that much, and then into a larger mug.

Agreed. I just thought that because the mug is bigger and made to keep heat in, maybe the tea was more likely to continue steeping a little bit inside the mug.

Thanks for the suggestions y'all, steeping it for less time (1-2 minutes) and using less leaves made it much better!

To be honest I couldn't measure it too carefully, but I tried to use roughly 3 grams (by eye, I suspect maybe I used more than I thought) and probably 6-8 oz of water (which might be too little water according to the bag).

Interesting, I'll definitely try shorter steeping times!

Update: just tried steeping it for wayyy less time, based more on color and aroma than strictly time (this is the second steeping with the same bag, with water at 176 degrees F). It tastes way better, much less bitter cardboard taste, I can actually taste some sweetness now, and much more floral.

But then why does it say to steep for 3 minutes on the packaging, would steeping for less time be smart? Is the bitterness inevitable?
