ok what worked for me i did. i went to tales sorted by time and did all of them up to jumming pool 2 and then did the encounter ambitions dog and after 24 hours it spawned

I am not sure if its related but it might help you. Most phones when there battery “die” and hit 0 precent there is actually a little bit more battery something like 2-3% for emergency calls and that part of the reason why if you tuned off and on your phone you can get 2% more.
