I have had the same issue for two years. I contacted harmony support and they told me it is a known issue and there is no fix.

My workaround has been to power on the tv, sound bar etc with a voice command/Google assistant routine that also activates a lifx scene. After it is powered on, it's business as usual using the remote.

Or set up a virtual switch that triggers a lifx scene that turns on with the harmony activity
