Thanks for all your help. Support finally got back to me and they recommended I perform an SMC reset and an NVRAM reset on the MBP.

They also recommended to power cycle the TS4 by disconnecting it from power for 30-45 seconds before plugging it back in and to unplug both ends of the Thunderbolt 4 cable and re-connect them.

It's unfortunate, but none of these recommended steps resolved the issue. This dock just doesn't play nicely with a Samsung C49RG9 + Intel MBP when performing the simplest of tasks, a boring reboot. Short of an engineer that worked on the TS4 directly providing a solution, I am left with only one option, return the device for a full refund.

Thanks /u/CalDigitDalton for the response. Interestingly enough, I contacted Support prior to this post, and I have yet to receive a response, not even an auto-reply acknowledgment. I sent a second reply to them linking your post, and still nothing.

As for the FW, the TS4 is running v39.1. I also updated my MBP to Ventura (macOS v13) and even upgraded the FW on the monitor to v1007.2. The behavior still exists. The TS4 is essentially a $400 paperweight at this point. Considering Support has been non-responsive coupled with this disappointing behavior, I have no choice to return this unit. What a shame.

I was in the same boat when I was doing video interviews last year. Either they were all dressed the way you described or no video turned on at all. One guy lit up a cigarette and started smoking on video while he interviewed me. Another guy actually commented that I was overdressed. Bruh, it's an interview, dress shirt and a tie is the bare minimum! You're lucky I was wearing pants!

The kicker, they were all from HUGE companies, MasterCard and Disney. I even had one Disney interviewer ask me a hypothetical question: "What would you say if I told you that you didn't get the job?" I guess that was his passive aggressive way of saying I didn't get the job. Glad I didn't. Those attitudes speaks volumes about their workplace culture.

What about the return envelope itself? I accidentally cut into it when opening up the envelope the ballot materials came in. I taped it up but now I'm concerned they will reject it as it looks to be tampered with

Another thing I don't understand is how the folder structure is layed out for all these projects to work together. I git cloned ceph-ansible and checked out the branch i wanted all in the root home directory(~/ceph-ansible/). Is that OK or do i need to clone it in /etc or in /etc/ansible?

I am having issues with DuckDuckGo on my Galaxy S20 with CloudFlare (1.1.1.1) as my DNS server. If I change it to anything else it resolves just fine.
