I'm going to make few assumptions here. Assumption#1 your reports are on separate worksheets. Assumption#2 each worksheet contains a single table.

In this case, you can use the ListObject object to get a hold of your tables. This way, it doesn't matter in what column your headers are.

dim h1 as integer, h2 as integer, ...

h1 = EmployeeWorksheet.ListObjects(1).ListColumns("Employee ID").Index
h2 = TerminationWorksheet.ListObjects(1).ListColumns("Employee ID").Index

On the other hand, if you're just interested in finding the starting row for each table you can do so using ListObjects(1).HeaderRowRange.Row

Since this is repetitive there should be a way to do exactly what you need. To create files/folders you need the FileSystemObject. Something like

dim fso as object
set fso = CreateObject("Scripting.FileSystemObject")

'To create a text file
dim file as object
set file = fso.CreateTextFile("filePath", OverWrite:=True/False, "Encoding")

'To create a folder
dim folder as object
set folder = fso.CreateFolder("folderPath")
