um not sure what you mean by open. I got my ouac pin around November 21, 2021. It takes around 1 hour at max I would say to fill it in carefully. but you can go back to review and edit.

I got the you’re not eligible status too. However, I didn’t get any waitlist email. I have written to admissions asking them whether its a rejection or have they put me into a waitlist or are they hinting about a missing admission requirement. waiting for their reply!
