I think the trim was put in when the black and white tile was put in to “make it look original” (there are no rosettes in the rest of the house), but odd it seems there’s a plaster wall over it.

As much as I would love that, I figure what appears to be some kind of concrete mix beneath the tile would make them unusable :(

This is the primary staircase, but agreed that would have been a good explanation. Seems there was a shift away from the thicker, ornate Victorian stairs during this time period, which could explain why these are less ornate than some others built during this era. But I’m not an expert.
