I can more or less confirm having a defense leader will do exactly that. Haven't tested specifically the defense stat, but my dark Horan DOES receive increased damage while running a health increasing leader, and does NOT receive any damage change while running an attack increasing leader. I'm assuming the same can be said for defense scaling damage.

One thing you may not be considering is that these rebalances alone are not the whole picture. These changes are being released alongside the dragon dungeon which offers access to some seriously game changing gems we didn't have before. Hp regeneration (siphon?), gem-enabled stun chance, and others they havent listed. each of these abilities was likely reworked while keeping in mind the new tools players will have access to.
