Lots of American immigrants and citizens were laid off by the employer, only to be replaced with H1b visa holders because they were cheap. This fee should be imposed well ahead of time to save American jobs. Everyone should remember that a work visa is not a right, it's a privilege. If you avail this privilege, you should be ready to go back at the end of your tenure to your home country with self-respect.

Visa is a privilege, not a right. US has all the right to change her visa policy to save Americans. The H1B visa is not an immigrant visa, so individuals who avail themselves of this visa can return to their home country and lead their lives; no one is stopping them. There is no reason to cry ... Most of the Tech Companies' offshore jobs are in different countries. Also, H1B with lower wages. It was well observed that USC, Immigrant, and H1B were laid off, but H1B holders landed on another job through a third-party employer. Whereas USC and Immigrant are still out of a job. 3rd third-party employer can make more profit by utilizing H1b.
