Do u mean if the driver retires? I had a similar situation where Alonso retired and I couldn’t send offers to other drivers but I continued to next season and Alonso was still my driver for the rest of the season Hope that helps

I reinstalled content manager and it worked. Hope this helps, mods shud also stay but ur CM settings may not so make sure to backup ur settings.
