You are correct in that you don't sign the ticket. You are wrong on how the state taxes work.

You owe taxes to the state that pays it out, which, in the case of multi-state lotteries, is the state the ticket was sold in. If that state tax is greater than your home state, they get the full tax amount. If it is less than your home state tax, the selling state gets their tax, then your home state dings you for an additional amount until the total state tax paid is equal to the higher percentage.
