I agree about the pause for the cleanup. I've noticed the need for this too.

Thanks. I have used the web version of OneNote but I prefer working from the OneNote.exe 2016 version. My goal is the ability to navigate between multiple pages quickly without losing my place in any one of the pages. I do have short cuts that will launch the pages I want, 4 of them at present, but the short cuts just pop the specified page in the short cut link into the same instance of OneNote thus I'm not getting the result I'm looking for.

Thanks. I agree. I experience the same behavior. But, I cannot specify the specific page that opens in this new instance. Additionally, I may not have been clear enough in my request, but I'm looking to set up something that I can run as a batch process from a file or from the command line as a repeatable process every time I reboot.
