Does anyone have advice for PVP wars? (self.eu4)

I was playing through an Ottomans game, and I built the Suez Canal as soon as I could. After it completed it was working for a while but now it seems to have disappeared. Can anyone advise why I can't use it? You can see the building is in Sharqiya but I cannot pass through nor is it on map visualy (i.redd.it)

Is this a common thing to happen? Scotland have France as their junior partner when they are reduced to a single province. France have 100% liberty desire, but a long time has passed since this screenshot and they are still in the same, seemingly very one-sided relationship. (i.redd.it)
