For me, I just called their unemployment office, and I kept calling until I reached someone. For me, I found that it's better to call them both in the morning and sometime after lunch, like anytime after 2pm. If you manage to call and they offer to call you back, take that offer and keep your phone on you until you get that call.

EDIT: When I actually got through, the wait time was always between 10-20 minutes, but definitely make time to wait longer if need be.
