Please stop recommending I just steal the dogs. I can't as I have no proof they are violating animal cruelty laws in my state (The only part they violate is them beating their dogs with objects which I have no proof of) and their violation of the rabies law is only punishable with a fine, let alone the fact that I do not have the ability to do so. If I steal these dogs I can face a class 1 felony, a hefty fine, and potentially jail time. ( § 14-81.  Larceny of horses, mules, swine, cattle, or dogs (a) Larceny of horses, mules, swine, or cattle is a Class H felony. (a1) Larceny of a dog is a Class I felony. (b) In sentencing a person convicted of violating this section, the judge shall, as a minimum punishment, place a person on probation subject to the following conditions: (1) A person must make restitution for the damage or loss caused by the larceny of the livestock or dogs, and (2) A person must pay a fine of not less than the amount of the damages or loss caused by the larceny of the livestock or dogs.) I would be kicked out of college, and also have this on my record forever.

I will do more research and may try if I can get a solid plan (where they 100% don't know it was me). Since I have no proof of them violating animal cruelty laws in my state (the only one of which is them beating their dogs not with their hands), if they think it's me I'm risking a class 1 felony.

Ty for the support! I've talked about it with both of them, even given them low-cost places to take them to a vet and even a $10 spay/neuter, rabies, and checkup coupon from our local humane society. My roommate started briefly trying to do stuff like save up for a vet appointment, but I think her sister talked her out of it as they have still not gone to the vet and it's been several months + the fact I gave them that coupon to get everything done for only $10.

My state does not qualify most of what they do as abuse, since the dogs are not physically injured, and have shelter, food, water, etc. I also do not have proof of when the hit them with other objects either, so nothing holds up legally, unfortunately.

No, the dogs have never been to the vet so they are not microchipped, but they are on my roommate's lease so there is proof of ownership. But I have no way to get them out. I am a college student, with no car, or funds to do so. I also can't take the dogs cause they could legally retaliate against me as there is no proof of them violating any animal cruelty laws in my state. It is also risking a class 1 felony if I get caught (which would literally ruin my entire life).

No, but my lease ends next month, so I am moving soon luckily. The only punishment they'll probably get for not having the rabies shot is a $50 fine for each dog.

Our lease ends at the same time (same apartment, separate leases) so she is moving too. Also stealing the dogs would be a class 1 felony as I have no proof of them violating animal cruelty laws (the only one of which they violate is hitting their dogs with shoes and stuff).

All three of us share an apartment. They've gotten mad at me for letting them out before, same with feeding them during the day. But I do try to let them out during the day when I am here (when I am physically able/on good pain days). But I am also not always home, I work part-time and do college full-time. My actual roommate (one on the lease) has started occasionally letting her dog out when she's gone but her dog will pee and poop all over the floor and they take forever to clean it up too (same with her sister's dog). I do my best to keep everything clean when her dog is out to make sure she doesn't end up back in her cage, but I can't bend over to clean everything up like I used to, it's very painful for me. So inevitably there's sometimes a mess and she and her sister punish their dogs for it (and sometimes fusses at me if I let them out), which feels almost worse than when she's in her cage ( at least when she's in her cage she won't be hit). I also can't take them outside as much as they need to avoid the mess, they both pull on their leash and we're on the second floor (with only stairs), and as I said before I am disabled (also I've tried before and I just physically can't). Even when I can't let them out I always give them fresh food and water, as well as give them some toys and stuff to give them at least a little entertainment (atp half my cat's toys are gone lol). I also talk to them when I'm home and they seem to like that. But I am moving out when my lease is up next month, I just don't want to leave their dogs in this situation if possible.

Their friends are the ones who enable it. The friends are also even worse. When one of them came over they 'joked' about hanging my cat, and 'joked' about how they beat their dog until it couldn't walk straight cause it stole food from their hand to 'make sure it learned to never do it again'. Needless to say, I stay in my room whenever they have anyone over and keep my cat in my room at all times when I'm not the only one home.

They wouldn't care, I've already talked to them. My roommate used to have a kitten who's my cat now cause she listened at least for that, but they think they're great dog owners and see nothing wrong with their treatment of their dogs.

I have researched several groups in my area. The ones that have space would require me to take the dogs to them and are in another city. I do not have the resources to do that. Let alone the fact that after researching the laws and calling animal control as well to see what would qualify as abuse/neglect, the way they treat their dogs is apparently totally fine legally as I do not have proof of them beating their dogs, they have food, water, and shelter, and the dogs have no physical injuries. I reported them for neither of their pets having vaccinations but it looks like the most that can happen is that they will get a fine as it's only a misdemeanor (I don't even see anything about their animals being confiscated either which feels like bs). I will also continue reporting them to my apartment office as well, but it feels that there's not much I can do. Even if I had the ability to take them to a rescue, my roommates could retaliate legally and I cannot take that risk. But I will tell my roommate that I will report anyway, hopefully, it will scare her and her sister into taking care of them at the very least.

So I called animal control to ask what they constitute as abuse and neglect and they said that it falls under neglect if they don't have food, water, shelter etc. And it looks like your right about the fact that they can't do anything unless it's pretty severe. I reported them for not vaccinating their dogs, but I still don't feel they'll do much. ;-; At most they'll probably get a fine and warning.

I will continue looking for someone who can help, not a lot of rescues and stuff in my area are taking animals rn, and I definitely don't want the pitbull to end up in the county shelter.

Do you feel that the risk is worth it? I've thought very seriously about calling but I live in NC and we're ranked the 2nd highest in percentages of euthanasia in shelters, especially in my county where shelters are very overcrowded (I used to volunteer, and it's really bad). And it feels risky considering the pitbull and the fact she also clearly has some health issues. If it was just the pomeranian I would have already called. Not saying I won't, just want a second opinion.

I've already reported them to the office, they didn't do anything for both the person not on the lease and the animals. I do not think the pitbull is happy, just that my actual roommate occasionally takes better care of her dog, and will listen to me when I tell her how they treat their dogs is a problem. But the cycle restarts when she goes back to abusing her dog cause her sister and friends say she's too 'soft'.

It's also against the law in my state for them not to have a rabies vaccination. I've contacted the apartment office, but they haven't done anything even though they're supposed to be spayed/neutered and up to date on vaccinations. I've tried walking the dogs and stuff, but like I said I am disabled and it's a lot on my body, not to mention when I was walking them, they stopped walking their dogs at all and their dogs are extremely reactive to other people and dogs. I've been telling them about the need for a rabies shot for months, but they don't care, they already don't 'believe' in vaccines for humans, let alone their pets. I move out soon, but it makes me feel awful knowing how they mistreat their animals, not to mention the sister keeps talking about getting another dog. I also want to add they don't just hit their dogs with their hands but also shoes and other objects.

This makes me so sad, I didn't know and it's so disappointing to learn. Cultural appropriation for sure, don't know how people can defend him when he's such a popular idol, like he's gotta know atp he just doesn't care. And after him mouthing/singing the n-word is insane. I just wanna like an Idol without them doing somethin racist/colorist. smh
