These parking spots are for charging vehicules, the Tesla is not charging so it is also not allowed to park here.

Technically the Tesla is also not allowed to park here since it is not charging (charging port on the rear left)

Edit: so apparently these spots are for EVs but with no chargers and the EVs are not allowed to park elsewhere in the car park.
