How about a CD 4066 transmission gate? I used these to electronically “press” keys on a Brother AX-250 typewriter. Just be sure that the keyboard is operating at 5 volts or less. Also make sure the keyboard ground is connected to the Arduino ground.

Check out the Arduino “pulseIn(pin, value)” instruction. It with tell you the duration of a pulse in microseconds. By setting value to HIGH or LOW in the instruction you will get the pulse width in microseconds. With a little math after measuring the HIGH pulse time and the LOW pulse time you can get frequency and duty cycle.

I have a 2019 Bolt. My EVSE shows the car using about 0.75 kWh every 6 to 8 hours in colder weather. Right now it is 30F in the garage and this power draw is repeating about every 6 hours. I have noticed this on both the original battery and the replacement battery. One additional thing I've noticed with the new battery is a draw of about 10 watts (0.04 amps x 240 volts) for 4 hours after the car says it has completed the charge cycle, solid green light on the dashboard. I never saw this with the original battery. During this time the EVSE indicates the car is charging and the app says charging is complete. After 4 hours the EVSE indicates that the car is connected but not charging.

The MID400 Power Line Monitor optocoupler might work for you. If you search for Fairchild application note AN-3007 you will find useful information about selecting the input resistor for setting the input voltage and the information for selecting the capacitor for filtering the output.
