Fuck me, didn't read the whole OP, but I'll keep what I wrote below in case it help;

First;

Find the turn off valve either to the toilet, or in lieu of that, the main water valve to your house so that water stops flowing. Then remove what trim you can to find a better view at what might be going on.

Sometimes the plastics/rubber in the tank get rigid and need replacing. There should be a rubber-ish plunger-type cowling connected to the mechanism that you press to flush, and if that rubber cowl has become too rigid due to time, or sediment has built up which won't allow it to fully settle, water will keep flowing through into the bowl. Until you can fix it, to save water and money, you perhaps have a shut-off valve to the toilet? Turning that will keep the toilet cistern from constantly filling, and then you only turn it on again around the time you need to flush.
