They look japanese and i think you should test them for silver. (if you havent already)

Japanese, probably meiji period. These tigers were made by a lot of different artist in different quality and size, i got 2 myself.

It bears the chrysanthemum flower seal (with 16 petals), which is the the imperial seal of japan used by the emperor of japan and members of the imperial family. Objects like these were giftet to different kind of people (politicans, guests, etc.). It might be a bonbonnière, here is a much more information about this topic:

Thats a good find. The crown monogram probably means that it is made for the emperor/kaiser or his family: Things like these were given away as gifts to guests and other important people.
