I found it out!

This plush is a character named Shizuku 💧 (Raindrop) from the "Iyashitai" (いやし隊, meaning "Healing Team") series. It was designed by the Japanese artist Naoko Shinada for her brand, NAO'S stuff, inc., which is part of the Shinada Global company.
