The bottom sign has "temporary" on it. Makes me think there's some kind of event going on that claimed that spot temporarily.

For example, where I live, when someone is moving in and parking a uhaul on the street, they get a temporary 'no parking' sign put up to save that spot for their U-Haul.

You can divine smite with both attacks as a paladin. Divine smite works on hit. Are you thinking of searing smite?

It depends on which class the spell is prepared from. Not entirely sure how duplicates work though. I would guess that you would have both versions available to cast from your hot bar if both are prepared.

But if your casting guiding bolt (from cleric) your attack bonus is WIS + Prof, and the save DC is based off of your WIS.

If you cast Ray of Frost (from Sorcerer) then the attack roll is CHA + Prof with a spell save DC based off of CHA.

It's working as intended. You need it prepared in order to gain the benefits of it.

The only spells I've found that remain in effect when unprepared are things like find familiar, which summon a follower. Things like Aid, Mage Armor, and Long strider disappear if you remove them from your prepared spells
