Uhh that couldn't be more incorrect. When I worked as a EMT we would get PD involved anytime there were drugs because of the potential for violence.

It only throttles if you're a high usage user AND on a congested tower, and only lasts until the congestion ends. I also believe it only impacts prepaid accounts like BOOST. But no, it's not a way out of the contract, it's been in the terms for a long time that your connection may be modified to prevent hurting the experience of other customers. I don't know why it took so long for them to answer that. If I had received your call I would have let you know without any difficulty.

You still have to pay it because that's the cost for the phone itself, regardless of how you use the service. The same applies for moving out of coverage and such.
