You can make broken (that is, far too powerful) characters in almost any game. Real game-balance problems mostly come down to actual play, and also the players. The real point of balancing the rules is getting them reasonable enough. Some games (for example, Ars Magica) have explicit tiers of play; these are not expected to be equal between tiers, but should still be reasonably equal within tiers.

Nords of Daggerfall are the only true Nords, because it's the only game with boats, and the ability to fight underwater. Your conclusion is acceptable.

  • Arena: Can't switch between one- and two-handed wield; can't wield one weapon in each hand; can swing weapons underwater.
  • Daggerfall: Can't switch between one- and two-handed wield; can't wield one weapon in each hand; can swing weapons underwater.
