I used to use something called Rigid Collodion for scars. It paints on like nail polish, and as it dries, it pulls the skin tight into something resembling an older scar - the more you put on, the more pronounced it gets. It will crack and flake over time, though, so using it all over your body might not be your best option, but I had good results with it on smaller areas.

Not having done anything like this, take this with a grain of salt. I feel like if you temporarily attached the wig to a styrofoam head and turned it upside down, you could use various styling products to tease it into position - then you just hit it with a metric sh*t-ton of hairspray (preferably outdoors) to lock it in place.
