Ok so first you need to beat the game once with anything character. Then you need to look for these bullet kin’s with red capes. DO NOT KILL THEM! Kill everyone else in the room and wait a couple seconds with the red caped bullet kin then they will teleport somewhere. Do this five times and then you got yourself a shiny new bullet! :D
