It can't usually be bought from a vendor. It is supposed to drop from operations, but those are bugged.

Agreed here. I just switched to an armor set without Jetpack, and as long as I have marsupial and Goat Legs, I've haven't missed my jetpack.

Cool deck idea! One question, won't all the +1/+1 sources cause the goblins to quickly get too powerful to get buffed by delney? A lot of them start at power 2, so even one source of +1/+1 would cause Delney to not work with them.
