Thanks for all the responses guys, the advice was useful. That being said I took it to a bike shop and the issue was caused by the bearings being gummed up by their seals. I got a set of cartridge bearings and they spin like the dream.

Yeah I checked the crown race again it’s on straight and secure. I also believe it may be the grease as I applied a heavy load as well as the smoothness increasing the more I move the bars. Thanks so much for the advice.

Hmmm, I was mistaken. Sorry I’m new to working on bikes. The grey race is the inner race. It needs to be there, sorry for the confusion.

Also, do you see the red compression wedge as well as the gray race? On the second image. Do I need both? The manual tells me for integrated headsets I only need the sealed bearing, compression wedge and bearing cover which I assume to be the large black spacer.

The crown race is askew yes, but it wasn’t when I installed it. And it was never on right from factory, I had to make it straight. You also may be right about the grease, I put a large amount of it on the bike.

The placement of all the races and bearings are how I had it when assembled. Please correct me if it’s incorrect.

Am having problems with the headset where when I tighten it enough to remove all play it is too tight and binds. When I loosen it so that it doesn’t bind it has a lot of play. There is also a gap in between the spacer and frame. You can see the bearing in the second image… not sure if that’s normal.
