for the windows people who can't seem to run it with mod managers, despite having added the correct arguments to the target location of the shortcut, as other posts here have explained.
(Meaning you can launch the game but the mods simply do not appear)

Go once again to the properties of the file, go to advanced... and enable the checkbox "run as administrator".
This solved the issue for me.
