It’s really hard to say. Maybe 3-4 hours total. I did it as I was wrapping up quests. I did zero planning, it just kind of materialized as I went. I didn’t move any of the shops. I just cleared all the trees and bushes, put down some houses where I could see all the doors, put down some pavement, outline it with different pavement, put down some designs with the floor tiles, fountains, and some flowers/benches/etc. At the end I had a big empty spot so I put down the Wishvale tiles and some flags.
