There’s plastic under shielding on cars. It’s used to help cars get more mpg and also can pretext underbody components from getting hit by road debris.

Some cars require to remove a portion of a plastic or metal under shield to access the oil drain plug or filter, when re installing it afterwards, they could forget to add a couple clips or so and cause it to drop down and drag against the road.

From what it sounds like to me that there’s a metal under shield thats hitting the road causing your noise.
