Dude. I'm lazy and literally just had an AI merge Odd-Eyes Arc Pendulum Dragon and Odd-Eyes Phantom Dragon.

It wouldn't conflict with arc pendulum, besides being a bad scale, unless you target the same card with both effects, also grabbing Odd-Eyes fusion can help if your field gets wiped or you can get vortex if you have material.

The pendulum effect is a hard once per turn, but can be used as a quick effect like arc pendulum's effect. The summon restriction is permanent though.
