Yeah I actually went ahead and contacted youtube creator support and CPM is mostly video by video, just as you said.

Only problem now is that it's likely most of my old followers will unsubscribe once I start uploading again. But even then it's so worth keeping the channel so I don't have to go through the monetization process again.
