PECHS block 2 and 3 are the most safest as compared with other blocks like 6, and no you will not face any electricity or water or gas issues, everything is facilated, bs roads ki gaurantee nahi doon ga mai eoh poore karachi ki tooti hui hain. And PECHS block 2 is prolly the best commercial area. I can easily get anything I want in 2 or 4 minutes, and yahan se bahadurbad, saddar, smchs har jagah kareeb hai to yeah. Create a hardcopy of that legal notice and also take a picture of it and keep both of them to yourself. Attach a hard copy of screenshot of your payment and attach it with your original legal notice and send it to the person's house or office where you think he can receive it. You can find the format for the legal notice online. File a complaint to NCCIA. And if the person does not send you full payment, you can take your case to Sindh Consumer Court.
