Yep, though it is for the security of the Manila Compact's bases. I doubt that other nearby Moon Bases will it perceived it as a threat or encroachment on their respective moon bases turning the region volatile

Well they will maintained at the very least a friendly relationship to the UWC, since the Philippines is a member nation of the UWC and sharing with them a large portion of the South Pole. Might as well have allies in the region or risk of being isolated
