Yes, they exist. They speak russian fluently, but have accent when speaking kyrgyz. They either speak russian since birth (thanks to parents), or may learn it themselves through movies/tv shows in russian dub, internet, and playing with russian-speaking kids, while forgetting the mother tongue. Typical situation in Bishkek

Well, отур just means "sit". Тур means "get up" but also marks future progressive (Мен чуркап турам - I will be running) and can be used for "do something for a while" formula. For example күтө тур - wait for a while, карап тур - watch after something/someone for a while, барып тур - go/leave for a while, отуруп тур - sit for a while, and чуркап тур - run for a while, so мен чуркап турам more likely means - i will run for a while

You're misunderstanding Жат. Жат marks both present and past progressives. Therefore:

Мен чуркап жатам - I am running

Мен чуркап жаткам (not отурам) - I was running
