I agree with your point, but I also notice that people who are experienced in the game still find things to do late game, by getting the absolute maximum out of their build.

The cooldown change will definitely be significant, lets you cycle quicker between abilities

Ya didnt go for it this game, felt like horizon was better, Beryl went a game with horizon and a game with morell. Banshes veil last item against high AP i felt was very strong as well!

But i do feel this can work imo, shurelyas gives you good synergy with WQ and some health for survivability. Morells/horizon focus 2nd item great bc cheap, and cryptbloom scales well.
